In the instant case, petitioner, being a contractor, claims to have completed the work of renovation of garden in the campus of 5 Circular Road, Patna, as per agreement No. H2/188, dtd. 18/3/2017 entered into between the Executive Engineer/Officer Garden Division, Building Construction Department, Patna and the Petitioner. Despite representation dtd. 10/10/2018 (Annexure-3), a sum of Rs.2,66,423.00 is not being released.
