JUDGEMENT

(1.) IN all the four writ petitions similar questions of law and fact are involved and as such they have been heard together and are being disposed of by this order.

(2.) IN the circular dated 3.12.1980, Annexure -1, of C.W.J.C. No. 1951/2002 direction was issued to prepare a panel for appointment on class IV post in the Mufassil offices of the District. The said circular was again considered and a fresh circular was issued on 26.5.1987, Annexure -2. Again on complaint the matter was considered. Circular dated 19.11.1990 was issued, Ahnexure -3. The circulars aforesaid had provided guideline for preparing panel for appointment on the post of class IV in Mufassil offices of the District. Every year the panel prepared has to be revised/up - to -dated, the grievance of the petitioners in these writ petitions is that though guideline has been issued in the aforesaid circulars with respect to appointment of class IV employees in Mufassil offices but the said panel is not being prepared in accordance with the guideline indicated in the aforesaid circulars and as such the petitioners have moved this Court for issue of direction to up -date the panel for appointment in Mufassil offices every year.

CONSIDERING the factual aspect as indicated above, all the four writ petitions are being disposed of directing the authority concerned to look into the matter as to whether the panel prepared for appointment in Mufassil offices has been updated or not and if not updated then he will revise/update the panel for the purpose of appointment in Mufassil offices. It would not be out of place to mention herein that after preparation of panel appointment shall be made on the basis of up -to -date panel in accordance with law and the guideline indicated in the aforesaid circulars.
