(1.) The matter has been heard via video conferencing due to circumstances prevailing on account of the COVID-19 pandemic.

(2.) Heard Mr. Binod Kumar Labh, learned counsel, along with Ms. Kumari Archana @ Archana Sinha, learned counsel, for the petitioner; Mr. Samir Kumar, learned AC to SC 16 for the State and Mr. Nagendra Kumar Singh, learned counsel for the J.P. University (hereinafter referred to as the 'University').
