AGM, has placed on record the staffing position as on 30.9.2019 and it is submitted by him that post of Assistant Manager mentioned at Sr. No. 20 of this document is Grade-III and total sanctioned strength of these posts are 345 and as on date 133 posts are filled in and 212 posts of this category are vacant which includes the posts which are to be filled in by direct recruitment. However, today, he is not in a position to give the bifurcation of vacant posts available for direct recruitment as well as posts to be filled in by way of promotion. He has further submitted that post of EA+JC (Executive Assistant and Junior Clerk) mentioned at Sr. No. 27 of this Chart is post of Grade IV which in fact has been wrongly mentioned as EA+JC, rather it should have been EA (JC+OA) as at the first instance incumbent is posted as Junior Clerk (JC) and after five years, he is designated as Office Assistant (OA) but both these posts fell in category of Executive Assistant which is a Grade IV post and at present there are 769 sanctioned posts of Executive Assistant. However, he is unable to give the bifurcation or details of Grade IV Officers who are graduates and under graduates and also JC and OA.

It is also stand of respondents Bank that under-graduates Executive Assistant are also entitled for promotion from Grade IV to Grade III, but subject to having Part-I CAIIB or JAIIB or Diploma in Cooperation/Banking and further that earlier, Executive Assistants were undergoing the course/training of HDMC (Higher Diploma in Management Cooperation) without permission of Bank and were getting the promotion, on its basis, from Grade IV to Grade III despite having been junior to others who were seniors but without aforesaid certificate/diploma and, therefore, respondent Bank had issued a circular restraining the under-graduates Executive Assistant to undergo any diploma or certificate without permission/sponsorship of Bank and had stopped the promotion on the basis of such diploma. However, it is grievance of petitioners that despite issuance of said circular, certain persons had undergone training/course of certificate/diploma without permission or sponsorship of the bank and they were also considered and promoted from Grade IV to Grade-III and further that after issuance of circular restricting to undergo certificate/diploma, the bank has not permitted/sponsored any undergraduate to undergo such course/training and has promoted the persons junior to them from Grade-IV to Grade- III ignoring the seniority. Therefore, respondent Bank is also directed to place on record the information that how many employees were permitted/sponsored after issuance of aforesaid circular and what was the criteria of such permission/sponsorship and how many persons completed the course/diploma without permission after the circular and how many of them were considered and promoted, and as to whether juniors, to present petitioners or other seniors under-graduates Executive Assistant have been promoted from Grade IV to Grade-III. If yes, what is their number.

In addition, the Bank is also directed to place on record the detail with regard to number of vacant posts in Grade III available for direct recruits and to be filled in by way of promotion and further details with regard to number of Grade IV employees who are graduates and under-graduates and also JC and OA. It shall also be informed that how many under-graduates and graduates have completed 3,5, 10 and 20 years of service.
