(1.) Notice. Mr. Rajiv Jiwan, Advocate appears and accepts service of notice on behalf of respondents No.1 to 3 and Mr. Rajinder Thakur, learned Central Government Counsel for respondent No.4. Notice to respondents No.5 and 6 for 24th July, 2018 on taking steps within three days. Respondents No.1 to 3 shall file the report qua present status of the connectivity in tribal area not only in Districts Lahaul and Spiti, Kinnaur, but also the tribal area of Chamba District i.e. Killar (Pangi valley) and Bharmaur area. The said respondent shall also apprise the Court about further steps if any proposed to be taken for augumentation and improvement of the connectivity in these areas.
(2.) The respondent No.4 shall also file status report qua the availability of postal services in the above tribal areas and ensure that there is no shortage of Postal stamps, Post cards etc., there. Since the acute shortage of postal stamps and post cards is pointed out in Post Office Hikkim, District Lahaul and Spiti, the highest post office in the world connected by a road, therefore, the said respondent shall ensure that the postal stamps as well as post cards in adequate number are available in the said post office.
