JUDGEMENT

(1.) Petitioners are the Central Industrial Security Force ('CISF') personnel. During their service career, petitioners remained posted for some years in Koldam Hyrdroelectric Project of National Thermal Project Corporation ('NTPC') in the State of Himachal Prades.

(2.) During their tenure of service with Koldam Hyrdroelectric Project in district Bilaspur, Himachal Pradesh, the petitioners were paid 'Project Allowance' in addition to their regular emoluments at rates fixed by respondents No.1 to 3 from time to time.

(3.) Vide office order dtd. 16/9/2021, Annexure P-3, the amount paid to the petitioners as 'Project Allowance' was ordered to be recovered in monthly installments, on the basis of the observation raised by Principal Chief Controller of Accounts, Internal Audit Wing (HQ), New Delhi, vide its communication dtd. 19/5/2021.
