(1.) In this writ petition under Articles 226/227 of the Constitution of India, the petitioner Jaswinder Singh has prayed for quashing of the order dated 24.2.1999 passed by the respondents. Vide the impugned order the respondents had cancelled the registration of the petitioner as a research scholar for Ph.D. in the department of History of Punjabi University, Patiala.
(2.) The learned counsel for the petitioner has mainly raised two contentions for the consideration of the Court:-
(3.) The facts are hardly in dispute. The petitioner was admittedly registered for doing his Ph.D. and Dr. Balbir Singh Dhillon was appointed his guide. The petitioner was involved in a criminal case registered under FIR No. 425 dated 19.12.1998, under Sections 326/323/324/148/149 Indian Penal Code in Police Station, Sadar, Patiala. The petitioner had applied for anticipatory bail which was granted by the learned Sessions Judge, Patiala on 3.2.1999. A Committee was constituted to hold enquiry against the petitioner. The Committee submitted its report and recommended the punishment against the petitioner for rejection of his registration. The Vice Chancellor accepted the said report and directed cancellation of registration of the petitioner with the University for completing his Ph.D. The petitioner, thus, challenges the action of the respondents on the above grounds.
