JUDGEMENT

(1.) This judgment shall dispose of 5 cases, namely Civil Writ Petition Nos.4829, 4831, 7754, 5278 of 2015 and 12071 of 2016, which are of similar nature and involve identical questions for adjudication.

(2.) This petition has been filed impugning the order dtd. 16/12/2014 of the Central Administrative Tribunal, Chandigarh Bench (for short 'the Tribunal') passed in OA No.060/00171/2014 whereby the Original Application filed by respondent No.1 to consider him for 3 rd financial upgradation on completion of 30 years of service, was allowed.

(3.) Respondent No.1 was initially appointed as GDS on 6/1/1970. Thereafter, he was selected and appointed as Postman on 11/7/1974. On 30/6/1980 he was appointed as Clerk (Postal Assistant) after he had passed a Limited Departmental Competitive examination. This appointment was made as per the Recruitment Rules known as Indian Posts and Telegraphs (Time Scale Clerks and Sorters) Recruitment Rules, 1971.
