JUDGEMENT

(1.) The petitioners have sought quashing of the advertisement dated 25.01.2014 (Annexure P-7) for 645 posts of D.P.Es and advertisement dated 16.10.2014 (Annexure P-8) for 130 posts of D.P.Es.

(2.) As per the reply, petitioner Nos. 1 and 3 have been promoted to the post of D.P.E., vide order dated 30.12.2015, on their being found eligible. Petitioner Nos. 2 and 4 could not be promoted as they had obtained the essential qualification of B.A for the post of Master cadre from I.A.S.E. University through correspondence course during the session 2008-09 to 2010-11 whereas, the University was having affiliation with the U.G.C./D.E.C. upto the session 2007-08.

(3.) This Court in Karamjeet Kaur vs. State of Punjab and another 2019(3) SCT 162 in paragraph No.52 has observed as under:- 52. Upon consideration of facts, developments and change in distance education policies over the time and the findings recorded under different heads from HEAD "A" To "G" following parameters/directions are issued:-
