DR. JASHNEEV Vs. STATE OF PUNJAB AND OTHERS

JUDGEMENT

(1.) The petitioner, who was a candidate for admission to M.S. (Orthopaedics) at Government Medical College, Patiala, has prayed for quashing of the admission of respondent No. 7 and for directing the respondent Nos. 2 and 3 to admit him in the said course.

(2.) Vide notification No. 11/190/96-5 HB. 3/5073-76 dated 19.2.1997, the Governor of Punjab ordered that the selection of students for admission to the three years Post Graduate Degree Courses for the session 1997 in the Government Medical/Dental Colleges, Patiala and Amritsar shall be made on the basis of a Post Graduate Entrance Test to be conducted by the Guru Nanak Dev University, Amritsar (for short 'the University'). In compliance of the aforesaid order, the University issued prospectus for Competitive Entrance Test-1997 for admission to Post-Graduate Medical/Dental Courses (Three-Year Residency System).

Extracts of paras 1, 3, 1.4, 1.5, 2.3, 2.5, 4.2, 4.9, 6.1, 6.2, 7.1, 7.3, 7.5 of the prospectus as well as the relevant extracts of the application forms for competitive entrance test and for joint admission to Post-Graduate Three Year Degree Courses (Residency-System), which are relevant to the subject matter of this petition are reproduced below:-
