JUDGEMENT

(1.) The Union of India and others have filed the present writ petition laying challenge to the order dtd. 14/11/2017 of the Central Administrative Tribunal, Chandigarh Bench in O.A. No.060/00314/2016, whereby the Original Application filed by respondent No.2 was allowed.

(2.) The primary grievance of respondent No. 2 was against the denial to him of the benefit of order dtd. 13/11/2003 whereby Sec. Officers of Central Civil Secretariat Services (CSS) were granted the Non Functional Pay (NFP) of Rs.8000.00275-13500/- on completion of four years approved service.

(3.) The applicant joined as Assistant in the Bureau of Police Research and Development, New Delhi, which is an attached office of the Ministry of Home Affairs on 24/7/1987 in the pay scale of Rs.425.00700. He was promoted as Sec. Officer on 10/10/1996 in the pay scale of Civil Writ Petition No.29625-CAT of 2018 [2] Rs.2000.003500 revised to Rs.6500.0010500 w.e.f. 1/1/1996. He was posted in the Central Forensic Science Laboratory, Calcutta. On 30/8/1999, he was transferred to the Central Forensic Science Laboratory, Chandigarh.
