JUDGEMENT

(1.) The challenge in the present writ petition is to the order passed by the learned Central Administrative Tribunal, Chandigarh Bench, Chandigarh (hereinafter referred to as the 'Tribunal') dated 16.8.2001, Annexure P-4, whereby the Original Application filed by the petitioner under Section 19 of the Administrative Tribunals Act, 1985, was dismissed.

(2.) The petitioner, while working as Grade-IV Superintendent, was promoted to Grade-III (Public Relation Officer) on adhoc basis vide order dated 6.12.1988. Subsequently, vide order dated 25.5.1993, in pursuance of the recommendations of the Departmental Promotion Committee, the petitioner was promoted to Grade-III Public Relations Officer.

(3.) The claim of the petitioner is that the period of adhoc service i.e. w.e.f. 6.12.1988 till his substantive promotion w.e.f. 25.5.1993 is to be taken into consideration for considering his eligibility for promotion to the Grade-II Post, in terms of The Central Passport and Emigration Organization (Initial Constitution and Maintenance) Rules, 1959.
