JUDGEMENT

(1.) The petitioner has approached this Court with a prayer for issuance of direction to the respondents to release her appointment letter on the post of Lecturer in Textile Design in pursuance to the result declared showing her successful, vide publication in newspapers, dated 16.12.2006 (P- 5).

Brief facts of the case are that the Department of Technical Education, Haryana-respondent No. 2 issued an advertisement for the posts of Lecturers in various Government Polytechnics in the State of Haryana under the control of the Technical Education Department, which included 6 posts of Lecturer in Textile Design. The last date for submitting the applications was 5.11.2005. According to the advertisement (P-3), the following qualifications were prescribed :

(3.) The petitioner passed her B.Sc. Textile Design Degree examination in First Class and was awarded degree by the Annamalai University on 4.11.2005 (P-1 & P-2).The petitioner also have requisite knowledge of Hindi upto Matric standard. She was invited for interview, vide letter dated 30.6.2006, under Roll No. 019, by the Haryana Staff Selection Commission (for brevity. 'the HSSC'). According to the letter. She was to appear at 9.30 a.m. on 20.7.2006 (P-4). On 16.12.2006, the result was declared and the petitioner succeeded as her name appeared in the list of selected candidates at Sr. No. 5 in order of merit. The HSSC recommended her name to respondent Nos. 1 and 2 for appointment to the post of Lecturer Textile Design (P-9). She submitted the prescribed form duly filled in for police verification, which was conducted in February 2007. However, she did not receive any reply to the letter sent by her to the respondents. Again she sent a reminder on 16.5.2007 (P-7). She then came to know that the persons having Roll Nos. 6, 10 and 2 halve been issued appointment letters and they have joined their duties. A copy of the appointment letter, dated 26.2.2007, in respect of one Mandeep Nagpal has been placed on record as Annexure P-10.
