JUDGEMENT

(1.) This appeal is directed against the judgment dated 1.5.2017 of the learned Single Judge.

(2.) We may briefly touch upon the controversy raised in the writ proceedings as also before us after the disinclination shown by the learned Single Judge to interfere in the writ petition.
