(1.) In this petition, petitioners are seeking a writ in the nature of certiorari quashing orders, Annexures P-7 and P-8, whereby petitioners have been directed to pass the Bridge Course in April, 1995, failing which their candidature for B.Ed. course would be cancelled.
(2.) Petitioners are graduates in Arts from Guru Nanak Dev University, Amritsar (in short the GNDU) having passed the said degree examination after 1985. G.N.D.U. held Joint Entrance Test for admission to B.Ed. course for the session 1994-95 for admission in various colleges affiliated with G.N.D.U., Amritsar, Panjab University, Chandigarh and Punjabi University, Patiala. Petitioners appeared in Joint Entrance Test and were declared successful. All the petitioners were admitted in Dayanand Amar Nath College, Nawanshahr Doaba, District Jalandhar, which is affiliated to G.N.D.U. The G.N.D.U. vide order dated 1.2.1995 directed respondent No. 2, i.e. Principal Dayanand Amar Nath College to ask those students, including petitioners, who had passed B.A. under old system to pass Bridge course in April 1, 1995, lest the admission to B.Ed. course granted in July, 1994 shall stand cancelled. A similar notice was issued by respondent No. 2, on 2.2.1995, directing the petitioners to clear the Bridge course in April 1995, failing which their admission to B.Ed. course would be cancelled. Petitioners have challenged orders dated 1.2.1995 and 2.2.1995 on the ground that they were granted admission on the basis of result of the Joint Entrance Test and that too after satisfying the eligibility conditions and therefore, the respondents having granted admission to them are now estopped from enforcing the condition of passing Bridge Course.
(3.) In the written statement filed on behalf of G.N.D.U. through its Registrar, it has been stated in preliminary objection No. 1 that :
