(1.) THIS is an application for seeking parole for carrying agricultural operations. The reply filed by one Sh. Ram Lal, Chief Welfare Officer in Inspector General (Prisons) Office, indicates that the District authorities after verification through police was of the view that there apprehension of danger if petitioner is released on parole. It was expected by the State to place before this Court at least the material that was collected during such verification. It is unfortunate that no care was taken to place such papers before this Court in order to enable this Court to ascertain whether there was objective satisfaction on the basis of some authentic material thus collected during verification of the contents of the petition. In the absence of such material, I am constrained to say that it would not be possible to accept bare statement in general terms that the parole was rejected on finding adverse recommendation by the District authorities. Under these circumstances, I direct the Jail authorities to grant parole to the petitioner for a span of ten days from the date of his release after getting documents duly executed from him as per the rules.
