JUDGEMENT

(1.) RAGHBIR Singh has filed this petition under Articles 226 and 227 of the Constitution of India for the issuance of an appropriate writ, order or direction quashing the order of the Government dated February 25, 1976 (Copy Annexure P. 1 to the writ petition).

(3.) AFTER giving my thoughtful consideration to the entire matter, I am of the view that there is considerable force in the contention of the Learned Counsel for the official Respondents. The relevant provisions of Section 26, to which reference was made by the Learned Counsel for the parties, read as under:
