JUDGEMENT

(1.) THROUGH the instant writ petition, the petitioner claims promotion against the post of Senior Medical Laboratory Technician (Maleria Cadre) with effect from the date respondents No. 4 to 7, who are allegedly junior to the petitioner, were promoted as such. The sequence of events, narrated in the writ petition, reveal that respondents No. 4 to 7 were promoted to the post of Senior Medical Laboratory Technician (Maleria Cadre) by an order dated 29.6.2001 (Annexure P5). It is not possible for us to accept the challenge to the aforesaid order at this belated stage. Even a civil suit is not competent at the hands of the petitioner to challenge the order of promotion of respondents No. 4 to 7. Dismissed for reasons of delay and laches.
