IT is not in dispute that the matter is covered in favour of the petitioner by a Division Bench judgment of this Court being Gokal Deep Mehta & Others Versus State of Punjab & Others, 1992(5) SLR 269. The judgment in Gokal Deep Mehta's case (supra) has also been filed in Civil Writ Petition No.19442 of 2002, Surinder Kaur & Others Versus State of Punjab & Anr., decided on 13.5.2004.
