(2.) THIS petition is directed against the appointment of respondent No.4 on the ground that she is not qualified to hold the post of S.S. Teacher as a Guest teacher. The aforementioned appointment is admittedly being made in pursuance to the policy of the respondents dated November 29, 2005, which cannot be traced to any statutory provisions. The C.W.P. No. 7291 of 2006 [2] aforementioned policy can also not be construed to be instructions issued under Article 162 of the Constitution.
