(2.) THE matter is pending consideration before this Court since 1979. On the last date of hearing none has appeared on behalf of the petitioners in order to assist the Court with regard to the position of the impugned circular dated 25.1.1973 (P-1). From the perusal of the interlocutory orders of various dates we find that the stay order issued in favour of the petitioners on 29.8.1979 was vacated on account of the fact that similar controversy was pending before the Hon'ble Supreme Court after the Orissa High Court had quashed the aforementioned circular. THE Hon'ble Supreme Court C.W.P. No. 3034 of 1979 had stayed operation of the judgment passed by the Orissa High Court as is evident from the order of the Division Bench dated 5.2.1981.
