JUDGEMENT

(1.) The petitioner joined the Rail Coach Factory, Kapurthala, as an Apprentice Charge man in July, 1987. On completing the prescribed training period, he was posted as Charge man 'B' in July, 1989. Onward promotion from the post of Charge man 'B', is to the post of Charge man 'A'. The respondents considered the claims of eligible personnel for promotion to the post of Charge man 'A' on 7.7.1992. In their consideration, the petitioner was over-looked for the aforesaid promotion. The Departmental Promotion Committee, nominated by the competent authority, recorded the following observations :

(2.) Subsequently, an order dated-24.8.1992 was passed by the competent authority. The aforesaid order is also being extracted hereunder

Dissatisfied with the determination at the hands of the Central Administrative Tribunal, the petitioner has now approached this Court, so as to impugn the order of the Central Administrative Tribunal dated 24.9.2001, as well as, the review order dated 9.11.2001 passed by the Central Administrative Tribunal on an application filed by the petitioner. In assailing the aforesaid orders, the petitioner has vehemently contested the factual position depicted in the order passed by the Central Administrative Tribunal, which has been extracted hereinabove. It is in the aforesaid circumstances, that we were persuaded to summon the record of the authorities, dealing with the consideration of the claim of the petitioner for promotion to the post of Charge man A.
