The petitioner through the present writ petition has prayed for issuance of a direction to the respondents to count his entire service for the purpose of pension, gratuity and other retiral benefits commencing from 22.10.1952 to 31.3.1991, the day on which he retired as Assistant Foreman from service under the Bhakra Beas Management Board alongwith interest at the rate of 12% per annum.

The case set up by the petitioner is that he joined as Electrician Chargeman in the Irrigation Department of Punjab State on 22.10.1952 and was promoted as Assistant Foreman on 25.8.1959 and further promoted to the post of Foreman on 1.11.1960. He continued working as Foreman till 18.6.1963, in the Irrigation Department of the State of Punjab.
(3.) On 19.6.1963 he was transferred from Irrigation Department to the Beas Satluj Link Project which was under the Nangal Canal circle of Irrigation Department itself. He was transferred from Nangal Circle to the Beas Satluj Link as the Foreman on the same day i.e. 19.6.1963 without any break under the same employer. It is also the case of the petitioner that he continued as the employee of Irrigation Department till 30.10.1966 (it should be 31.10.1966) and initially on 1.11.1966 on re-organisation of State of Punjab, his services were transferred from Beas Satluj Link Project to the newly constituted Beas Construction Board under Section 80 of the Re- organisation Act and he was further transferred from Beas Construction Board to Bhakra Beas Management Board w.e.f. 1.5.1979 without any break and he retired from service as Foreman under the Bhakra Beas Management Board on 31.3.1991.
