The precise grievance of the petitioner is that the respondent-State is not considering the degree/diploma obtained by the petitioner from the State of Punjab as a recognized qualification for appointment as an Art and Craft Teacher. In fact this controversy was also raised in an earlier writ petition-C.W.P. no. 4799 of 1993 which was decided by a Division Bench of this Court on December 20, 1993. In that case the stand of the State was the same as in the present case, namely, that the recognition of the degrees/diplomas etc. of the other States by the State of Haryana is on reciprocal basis. Since the State of Punjab is not recognising the degrees/diplomas of the Institutions of the State of Haryana, therefore, the Haryana Government is well within its rights not to recognize the degrees/diplomas etc. issued in the State of Punjab, this precise objection was negatived in the above mentioned Division Bench judgment of this Court and it was held that a person with the degree or diploma in Art and Craft issued by the Department of Technical Education and Industrial Training Punjab, is eligible for consideration for appointment as an Art and Craft Teacher in the State of Haryana. We are in respectful agreement with the above mentioned Division Bench Judgment of this Court.
(2.) In view of what has been observed above, it is held that the qualifications obtained by the petitioner from the above mentioned Institution in the State of Punjab be considered as recognized qualification for appointment as an Art and Craft Teacher in the State of Haryana.
(3.) The writ petition is disposed of in the above terms.
