(1.) In Regular Second Appeal No. 366 of 1952 the point that arises for decision is whether the intimation, Exhibit D.1 issued by the Debt Conciliation Board on the 3rd of August, 1948, to the Collector under Section 25 of the Punjab Relief of Indebtedness Act was binding on the Collector.
(2.) In these proceedings it is admitted that the Collector did not stay execution proceedings in spite of the intimation, Exhibit D.4, and alienated the land in satisfaction of the decree.
(3.) Section 25(1) of the Punjab Relief Indebtedness Act, 1934, provides :-
