JUDGEMENT

(1.) The writ petitioners have challenged the quashment of Indian Council of Agricultural Research (ICAR) letter dated 9.5.2012 withdrawing the category barrier exemption granted to respondent No.1.

(2.) Respondent No.1 Jagdish Prasad who had the qualification of B.A.(Sociology) was appointed as Fieldman in Grade T-1 on 29.9.1983. He was promoted from Grade T-1 to T-2 w.e.f. 1.7.1989. He was placed in T-1- 3 w.e.f. 1.1.1995 after removing the category barrier. Thereafter, he was promoted to T-4 w.e.f. 1.1.2000. Now he is occupying the post in Category T-5.

(3.) The writ petitioners contended that respondent No.1 did not possess essential qualification for Category T-2. His name was wrongly recommended removing category barrier from Category T-I-3 to category TII-3. The bona fide mistake was duly rectified by the writ petitioners through impugned communication, it was pleaded.
