(2.) THESE two petitions being C.W.P. No. 16816 of 2011 and C.W.P. No. 17414 of 2011, involving similar questions of fact and law, were taken up for hearing together and are being disposed of by this common judgment.

(3.) I have heard counsel for the parties and with their able assistance, have also gone through the entire record of both the writ petitions.
