(1.) The State Council of Education Research and Training, Punjab advertised the Punjab State Teachers Eligibility Test-2012 [for short the PSTET-2012] on 17.4.2013 which was scheduled to be held on 9.6.2013. This test was comprised of two papers, namely, Paper-I for the candidates, who intended to be teachers for Class-I to V and Paper-II for the candidates, who intend to be teachers for Class-VI to VIII. Petitioner No. 1 is M.A. (Punjabi), B.Ed. and petitioner No. 2 is M.A. (Hindi), B.Ed. They submitted their online application for appearing in Paper-II and opted Punjabi as medium of examination. It was provided in the question booklet that though there were two medium of examination namely, English and Punjabi but in case of any dispute, the question of English is to be treated as final.
(2.) The Paper-II was of 150 multiple choice questions with four answers out of which only one answer was correct and each correct answer carried one mark. There was no negative marking for a wrongly answered question. The Structure and content of Paper-II was as under:--
(3.) As per instructions, the candidates appearing in General category were to secure 60% or more marks to qualify the test.
