JUDGEMENT

(1.) THE post of Lambardar (Scheduled Caste) of village Dhogri, Tehsil and District Jalandhar, fell vacant on the demise of Parkash Chand. After the applications were invited and considering the respective merits of the candidates, the Collector appointed respondent no. 1 as Lambardar of the village. The order of the Collector was upheld in appeal and revision by the Commissioner and the Financial Commissioner vide their orders dated 04.03.2010 and 26.02.2013 respectively. Counsel for the petitioner has submitted that the candidature of the petitioner has been ignored only on the ground that he failed to put in appearance before the Naib Tehsildar although he was very much present before the Collector and there is no provision which requires presence of the petitioner before the Naib Tehsildar.
