This is a petition for issuance of a writ in the nature of certiorari quashing admissions made by the respondents for B.Ed. course for the session 2002-2003 in Sports category by declaring the action of respondents in denying admission to the petitioner as illegal, arbitrary, ultra-vires of the prospectus. She has further prayed for directing the respondents to admit her in B.Ed. course for the session 2002-2003.

A perusal of the record shows that the petitioner, a resident of Faridkot, after qualifying B.A.-III examination did M.A. in Punjabi from Punjabi University, Patiala (for short, "the University"). In December, 1993-94, she participated in the Open Punjab State Games for Women (Colleges) in Athletics and represented Faridkot. She stood second in Discuss throw in the District Tournament held in 1992-93 (Annexure P/11) and third in Discus throw in District Tournament held in 1993-94. She again participated in District Tournament held in 1994-95 and stood second in Discus throw. On that basis, she was awarded 'D' grade certificate.
(3.) The petitioner appeared in the entrance test conducted by Punjabi University, Patiala (for short, 'the University') for admission to B.Ed. course for the session 2002-2003. She claimed admission against 2% seats reserved for sports persons. She secured 133-1/2 marks out of 250 and was assigned rank No. 250 in the State list. In the combined list of Punjab and Union Territory, Chandigarh, her rank was shown as 5443. She was not given admission despite the fact that she fulfilled the conditions of eligibility. Her father made representation dated 2.9.2002 (Annexure P.14) to supply list of candidates admitted in sports category having 'D' grade certificate but no response was given to him. She then submitted representation to the Vice- Chancellor of the University. That too did not yield any result. After that, the petitioner served legal notice Annexure P.16 but no reply was given to her or her father. Her grievance is that even though she fulfils the conditions of eligibility prescribed in the prospectus issued by the University, she has been denied admission.
