JUDGEMENT

(1.) The petitioners who are 14 in number were appointed as Child Development Project Officers (for short the CDPOs) in the department of Welfare (Social Welfare Branch) in the State of Punjab in the year 1989, in pursuance of an advertisement dated January 18, 1988, on the terms and conditions as detailed in Annexure P-2, an appointment letter dated May 12, 1989 issued by the Department of Social and Women's Welfare, Government of Punjab to one of the petitioners. Their appointment was on ad hoc basis for six months or till the joining of candidates selected by the Punjab Public Service Commission (for short the Commission) whichever was earlier, being purely temporary, was liable to be terminated at any time without assigning any reasons, and on other usual service! conditions of appointment. Since the recommendations for regular appointment had not been made by the Commission, the term of the petitioners was extended by another six months.

(2.) Apprehending termination of their services on the e;xpiry of extended period of appointment, the petitioner have filed the present writ petition praying that their services be regularised from the date of their initial appointment and the posts of CDPOs be taken out of the purview of the Commission, as according to them, 21 posts of CDPOs have been advertised in May, 1990.

(3.) The writ petition was admitted on August 2,1990 and an order of status quo regarding petitioners' services till the decision of the writ petition was allowed to continue.
