JUDGEMENT

(1.) The petitioner who belongs to the Backward Class category applied for the post of Constable in the District Police Cadre (Pathankot) in response to the advertisement dated 27.9.2011 (Annexure P7). In terms of the advertisement, the eligibility criteria as regards age and educational qualification has been prescribed. The minimum educational qualification for recruitment was stipulated as 10 + 2 in any discipline or equivalent. In the clause pertaining to the selection process, it had been stipulated that the candidates would be awarded marks on the basis of educational qualifications. In term thereof, candidate who possessed 10 + 2 or equivalent was to be granted 10 marks and a candidates possessing B.A.Part-1, B.Sc. Part I and B.Com. Part I or equivalent was to be given 11 marks and so on so forth.

(2.) Clause 8 of the advertisement clearly stipulates the last date for submission of application forms.

(3.) The petitioner being eligible applied for the post. The last date for submission of application forms complete in all respects along with necessary documents/ certificates in case of male candidates was notified as 17.10.2011.
