JUDGEMENT

(1.) Thapar University/respondent No. 2 invited applications for admission in four year programme of B.E./B.Tech. The prospectus initially was issued online and the applications were also invited in the same manner i.e. online by 26.05.2012, which was extended upto 04.06.2012. The petitioner applied on 22.05.2012 for admission to Ist year of four year year course by submitting his application on line. The petitioner gave preference for admission to Computer Engineering or Electronics Instrumentation and Control Engineering.

(2.) The petitioner was the applicant in General category as no reservation was made or available till 22.05.2012 when she applied for this admission. The petitioner also appeared in All India Engineering/Architecture Entrance Examination (AIEEE) on 09.06.2012 and secured 49023 rank at All India level.

(3.) In between, certain modifications were made in clauses of the prospectus on 28.05.2012. 50% seats were reserved for those candidates, who belong to the State of Punjab and who had passed qualifying examination from the school/college located in the State of Punjab. This 50% reservation was also available to the Punjab Government employee posted outside the State of Punjab with some conditions. The petitioner, however, could not take advantage of this changed position as he had already submitted his application on 22.05.2012 whereas this amendment was made on 28.05.2012.
