JUDGEMENT

(1.) Petitioner, who was working as Librarian with the G.G.D.S.D. College, Palwal, Tehsil & District Palwal, made a complaint of sexual harassment against respondent No.5. According to the petitioner, after discussing the incident of 23.3.2007 with her female colleagues, she verbally told respondent No.4 about the immoral action of respondent No.5, who assured her that he will take immediate action against respondent No.5 after discussing the matter with other Board members of the college.

(2.) After waiting for a period of one month, petitioner sent a written complaint to respondent no.4 on 7.5.2007. Thereafter, she again sent letters to respondent No.4 on 6.7.2007 and 14.12.2007 and copies to others. Even a complaint was sent by the teachers' Union to respondent No.4 with regard to the misbehaviour of respondent No.5 with the petitioner. Copies of the said complaint were forwarded to various authorities.

(3.) Ultimately, the petitioner filed a complaint before the Lokayukta, Haryana at Chandigarh, who took up the matter with the Director General, Higher Education, asking him to look into the matter and submit his report.
