JUDGEMENT

(1.) THIS order will also dispose of Criminal Miscellaneous Nos. 11700 -M, 11718 -M, 11720 -M, 11722 -M, 11724 -M, 11726 -M, 11728 -M, 11739 -M and 11741 -M of 1991.

(2.) HEARD . A case for offences under Sections 167/201/409/467/468 read with Section 120 -B Indian Penal Code was registered at Police Station Division No. 4, Ludhiana on the basis of a writing sent by Darshan Singh, Assistant Engineer, Daresi Road, Sub Division, Punjab State Electricity Board, Ludhiana against 14 employees of Punjab State Electricity Board posted in that Sub Division. As per allegations made in the First Information Report, the employees of the Board violated the instructions issued by the Board and embezzled Board's money. 43 Carbon copies of receipts RO -4 were found to contain lesser amount than the amount actually realized from the consumers. Some record was also found to be missing from the office which related to the period starting from 1st April, 1988 and was issued to Jagmohan Singh cashier who was transferred from the office. The petitioners who apprehended their arrest in this case moved these petitions for their pre -arrest bail.

(3.) IT was argued on behalf of the petitioners that there was no specific allegations against each of the employees involved in the case and all the staff posted in the Sub Division could not be expected to join hand in order to embezzle Board's money.
