(1.) Through this writ petition filed under Article 226/227 of the Constitution of India, the petitioner assails the correctness of the order dtd. 13/2/2021 passed by the Commissioner, Rohtak, Division Rohtak, constituting a committee of officers to scrutinize and examine the revenue record. This order has been passed with reference to various complaints made regarding manipulation of the revenue record.
(2.) Learned counsel representing the petitioner contends that the committee has been constituted in order to secure a favourable report and the petitioner apprehends that after securing favourable report from the committee, he will be harassed.
(3.) It is well settled that the authorities under the Punjab Land Revenue Act, 1887 or Land Record Manual do not have jurisdiction to decide the question of title. The revenue record is normally maintained only to update the information and collect revenue. In such circumstances, it is the Court which has jurisdiction to decide the rights and liabilities of the parties. Hence, the apprehension of the petitioner is wholly mis-placed.
