RESPONDENT No. 4, Ami Chand, has been appointed as Lambardar for village Kesupura, Tehsil Ellanabad, District Sirsa (Haryana), while taking into account his higher education, vide order dated 20.3.2007 (Annexure P -1) passed by Collector, Sirsa. In appeal, Commissioner, Hissar Division, Hissar, upheld order (Annexure P -1) vide order dated 30.1.2009 (Annexure P -2). Revision preferred before the Financial Commissioner has been dismissed vide order dated 18.11.2010 (Annexure P -3).
(2.) LEARNED Counsel for the Petitioner has not been able to dispute the fact that Respondent No. 4 is more educated than the Petitioner. All that has been contended is that Respondent No. 4 has a bad moral character, in so much as, a complaint was made against Respondent No. 4 with allegations of rape on 7.3.2007 (Annexure P -4).
(3.) THIS Court does not find any reason to judicially review the orders passed by the authorities under the Punjab Land Revenue Act, 1887 and Rules (as applicable to Haryana), framed thereunder, in exercise of extraordinary writ jurisdiction.
