JUDGEMENT

(1.) This petition has been filed under Article 226/227 of the Constitution of India, praying for issuance of a writ in the nature of certiorari, quashing Orders dated 22.11.2006 (Annexure P-3); dated 3.10.2007 (Annexure P-5); and 30.7.2010 (Annexure P-9).

(2.) Gist of the matter is that the seat of Lambardar for village Gokalgarh, Tehsil Barara, District Ambala, fell vacant after death of Smt. Bishani Devi from Scheduled Caste category. Petitioner, Raj Kumar, was one of the claimants other than one Pawan Kumar. The District Collector, Ambala, considered Pawan Kumar (respondent No.4) to be the most suitable harijan for appointment of Lambardar.

(3.) The petitioner carried an appeal which has been dismissed by the Commissioner, Ambala Division, Ambala. The petitioner thereafter carried a revision petition which has been dismissed by the Financial Commissioner, Haryana.
