(1.) By this judgment I shall dispose of three petitions under Articles 226 and 227 of the Constitution of India, namely, Civil Writ Nos. 943, 1005 and 1060 of 1970, in which the facts are more or less identical and common questions of law arise for determination.
(2.) The circumstances giving rise to the three petitions are these. In January, 1957, the Government of erstwhile Punjab took a decision for the enhanced supply of canal water to farms engaged in multiplication of sugarcane seed. That decision was conveyed by the Chief Engineer, Irrigation Branch, Punjab, to all Canal Superintending Engineers through a letter dated the 14th of January, 1957, a copy of which appears as Annexure "A" to each of the petitions and which states :
(3.) In each of the three petitions the State of Haryana figures respondent No. 1 while its officers are impleaded as respondent Nos. 2, 3 and 4. In Civil Writ No. 943 of 1970 respondent Nos. 5 to 14 were impleaded at their request as it was their case that their rights had been adversely affected by the agreement contained in Annexure "B" executed in favour of the petitioners therein.
