JUDGEMENT

(1.) The only issue raised in this writ petition relates to the entitlement of the petitioner to the benefit of senior scale of Lecturer (Rs. 3000-5000) under the UGG Career Advancement Scheme and for counting the regular service/experience from 19.11.1980 to 10.7.1987 as Lecturer.

The petitioner, a gold medalist in B.A. (Hons.) in Economics and in M.A. (Economics), joined as a Lecturer in Economics in the undergraduate University College of the Maharshi Dayanand University at Rohtak (in short the 'University') on 5.10.1988 on regular basis against a regular post in the pay scale of Rs, 2200-4000 up to 17.11.1993. Since then, she is working as a Lecturer in Economics in the same scale. Earlier to that she had been working as a Lecture in Economics in the pay scale of Rs. 700-1600 in the following institutions:- <FRM>JUDGEMENT_151_LAWS(P&H)12_2000(1).html</FRM> The petitioner, therefore, claims that she has to her credit a continuous regular service as Lecturer in Economics w.e.f. 10.9.1980 to date in recognised/ affiliated colleges in Haryana and Punjab.

(3.) Following the recommendations of the Central Pay Commission, the Central Government, on the basis of the report of the Mehrotra Committee, appointed by the U.G.C. formulated a "U.G.C. Pay Revision-cum-Career Advancement Scheme, 1986" effective from 1.1.1986. It was adopted in toto by the Haryana Government for all universities/colleges. The University, in turn adopted and implemented the same w.e.f. 1.1.1986 vide its resolution No. 60 dated 13.6.1989 as notified vide its letter dated 10.7.1989. According to it, every Lecturer in Colleges/University with experience of continuous 8 years regular service as Lecturer shall be placed in the senior scale of Rs. 3000-5000 vide para 11 of the Scheme reproduced below:-
