(1.) Heard Mr. S. K. Sarkar, learned counsel for the petitioners as well as Mr. G. Bordoloi, learned Govt. Advocate appearing for the all State respondents.
(2.) By this writ petition under Article 226 of the Constitution of India, the petitioner has challenged the selection process to fill up the vacant post of Junior Assistant (Directorate) in the Fishery Department, Assam.

In this writ petition, it is projected that an advertisement had appeared in the Assam Tribune, Assam on 16.12.2015 for filling up the post of Junior Assistant (Directorate), informing therein that the written examination will be held on 07.02.2016. The petitioners herein had participated in the process and were allotted Roll Nos. 41449 and 40947 respectively. While the examination centre of the petitioner No.1 was at B.M.B.B. Commerce College, Bharalumukh, Guwahati, the examination centre of the petitioner No.2 was at Pragjyotish College, Guwahati. It is projected that the written examination was to be held on 07.02.2016 from 10:00 a.m. to 12 Noon. However, it is alleged that the authorities conducting the examination in the said centres had opened the sealed packets containing question papers/booklet before 9:00 a.m. and accordingly, questions were leaked out prior to the examination. It is further alleged that the viva-voce and type writing test was conducted in English instead of English and Assamese on 31.01.2016 in the absence of any of the members from the selection committee. It is further projected that wrong dates were mentioned in the notice for oral interview by referring to advertisement published on 28.01.2016, whereas the employment notice in the Assam Tribune was published on 16.12.2015 and not on 28.01.2016, and it is stated that the same had been done only to misguide the public and the candidates who were not selected including the petitioners. It is further projected that the petitioners had filed their representation regarding the anomalies in the selection process on 26.02.2016 and news items with regard to such items were also published in various newspapers on 27.02.2016, but the authorities did not respond to the representation submitted by the petitioners.
