(1.) Heard Mr. D. Saikia, learned senior counsel for appellant the in WA No. 167/2018, Mr. D. Das, learned senior counsel for appellants in WA No. 166/2018 and Mr. B. Gogoi, learned counsel for the appellant in WA No. 165/2018. Also heard Mr. A. D. Choudhury, learned counsel appearing for the respondents in all the appeals.

In the writ petition preferred by the respondents, the selection process initiated for selection of non State Civil Officers to the Indian Administrative Service (IAS), and the recommendation of the selection committee dated 18.09.2017 for selection of non State Civil Service Officers to IAS and the notification dated 27.10.2017, which provides for an equivalence of the non State Civil Officers of IAS with that of the State Civil Officers are being assailed.

A question of maintainability of the writ petition was raised on the ground that the writ petitioners having essentially assailed the process for selection to the Indian Administrative Service and the recommendation of the selection committee for such selection, the same could have been done only in the Central Administrative Tribunal under Section 14 of the Administrative Tribunal Act 1885.
