(2.) Mr. K.N. Choudhury, learned Senior Counsel for the petitioner, submits before this Court that the matter is squarely covered by the decision of this Court rendered in WP(C) no.2651/2017, which was disposed of on 19.09.2019.

(3.) Accordingly, the present petition is disposed of with a similar direction passed by this Court in the aforesaid writ petition, which reads as follows:
