(1.) Heard Mr. R Islam, learned counsel for the petitioner. Also heard Ms. B Sarma, learned CGC.
(2.) The petitioner's case in brief is that the petitioner had applied to the post of Constable (GD) in the Central Armed Police Forces (CAPFs) on 30.01.2015. The petitioner passed the physical test and written examination. However, in his medical examination held on 25.05.2016, it was found that the petitioner had high blood pressure, the reading of which was 150/92. The petitioner had apparently been examined thrice. Thereafter, the petitioner had himself examined before the District Medical and Health Officer, Civil Hospital, Dhubri where his blood pressure was found to be normal. Armed with the report of the Government Doctor with regard to his normal blood pressure, the petitioner applied for examination before the Review Medical Board. The Review Medical Board submitted its report dated 29.08.2016 wherein it was found that the petitioner's blood pressure was 150/92 on examination on three consecutive dates, i.e., 27.08.2016, 28.08.2016 and 29.08.2016.

The petitioner's counsel submits that as there is a contradiction between the report made by the Government Doctor and the Review Medical Board, the petitioner should be sent for another medical examination to verify whether the petitioner suffers from high blood pressure. He also submits that the examination of the petitioner by the Review Medical Board has not been done in line with the guidelines laid down by the office of the Additional Director General (Medical) CAPF and that this court vide judgment dated 15.11.2018 passed in WP(C) No. 4816/2014 had directed that fresh medical examination should be taken for a similarly situated person.
