JUDGEMENT

(1.) This order will dispose of the 2 (two) writ petitions since issues involved are similar and identical.

(2.) Heard Mr. M. Pertin, the learned Sr. Counsel assisted by Mr. L. Perme, the learned counsel for the petitioner in WP (C) No. 148 (AP) 2015. Also heard Mr. D. Kamduk, the learned counsel appearing for the petitioners in WP (C) No. 49 (AP) 2017 and Mr. R. H. Nabam, the learned Addl. Advocate General, Arunachal Pradesh appearing for the State respondents.
