(2.) This order will dispose of the above bunch of cases, all pertaining to selection and appointment to the post of Sub-Inspector of Schools in the Elementary Education Department, Govt. of Assam.

An advertisement dated 02.10.2005 was issued by the Director of Elementary Education, Assam inviting applications to fill up 81 vacancies in the post of Sub-Inspector of Schools in Class-II of Assam School Service (Inspecting). While the upper age limit was fixed at 38 years as on 01.01.2005 relaxable for Scheduled Caste (SC) and Scheduled Tribe (ST) candidates as per rules, the eligibility criteria fixed was graduation in Arts/Science/Commerce with BEd/BT degree from any recognized university. It was also mentioned that candidate should have 5 years of teaching experience in recognized /provin-cialised/Government schools. In addition to vertical and horizontal reservation, 7 vacancies were earmarked for candidates having knowledge of different languages, such as, Bodo, Nepali, Missing, Garo and Bishnu-priya Manipuri. It was also mentioned that 15 out of 81 vacancies would be filled up from candidates belonging to Tea Garden and Ex-Tea Garden community. It was mentioned that the post of Sub-Inspector of Schools carried the pay scale of Rs.3580-8750 pm plus other allowances as admissible under the rules. The last date of receipt of application was fixed on 28.10.2005. It is stated that interview was held pursuant to the said advertisement from 06.01.06 to 12.01.2006. About 1400 candidates including the petitioners had appeared in the interview.
