JUDGEMENT

(1.) By this petition under Article 226 of the Constitution, the petitioner, claiming to be an experienced successful director of films in Assam had applied for being empanelled a"s a Directors with Guwahati Door Darshan, in pursuance to an advertisement published some time in the year 1994. He was accordingly empanelled for directing programme for the local Door Darshan and had been approved for category 'Fiction vide letter dated 4.6.94, Annexure - 'A'. His empanelment No. was 2.

(2.) It is the petitioner's case that on receiving letter, Annexure-'A', he went to Guwahati Door Darshan Kendra for submitting a project for DD Channel No. 13 on 6.9.94 and on subsequent days to submit a proposal, when he was informed that the last date for submission of such proposals had already expired on 31.8.94, which was announced on T.V. Admittedly, he had gone to the Door Darshan Centre on 6.9.94. Apparently beyond the last date fixed for submission of project.

(3.) Now, the petitioner's grievance is that T.V. announcement of the last date for submission of Project is not sufficient because firstly, it cannot be authenticated or verified and secondly, it is not a public announcement.
