JUDGEMENT

(1.) Heard Mr. S. Borthakur, learned counsel for the petitioner. Also heard Mr.P.N. Goswami, learned standing counsel, Assam Agricultural University, assisted by Mr. I. Kalita, learned counsel appearing for the respondent Nos.2 and 3; Dr. P. Agarwal, learned standing counsel, University Grants Commission (UGC) appearing for the respondent No.4 and Mr. I. Chowdhury, learned senior counsel, assisted by Mr. S. Biswakarma, learned counsel for the respondent No.6.

(2.) This PIL petition is filed by the petitioner seeking the following reliefs:-

Preliminary objections have been raised on behalf of the respondents regarding the maintainability of this petition contending that the petitioner has questioned the appointment of the respondent No.6 as Vice-Chancellor of the Assam Agricultural University, Jorhat and, therefore, it is a service matter and it is well settled that in service matters, public interest litigation petition is not maintainable.
