JUDGEMENT

(1.) HEARD Mr. N. Surendrajit Singh, learned counsel appearing for the petitioner, Mr. Y.Ashang, learned G.A. appearing for the respondent Nos - 1 and 2 as well as Mr. Jalalluddin, learned counsel appearing for the respondent No.3 respectively.

THE petitioner is a member of O.B.C.(M) category in the State of Manipur, her education qualifications are Master Degree in Arts (English) from Annamalai University( obtained in the year 2007) and Post Graduate Diploma in Journalism from Rajendra Prasad Institute of Communication and Management, Mumbai in 2004. The petitioner completed internship course in Journalism under the care of Hindu, a National Newspaper published in New Delhi during the period from 15 th April to 17 th May, 2004. Thereafter, she worked as trainee reporter for a period of 4(four) months under the NNS Online Private Ltd. New Delhi with the publication of the Journal Business Star (Monthly).

(3.) THE respondent No.3, i.e. private respondent, is also a member of the OBC (M) category in the State of Manipur. The Directorate of Information and Public Relations, Govt. of Manipur issued an advertisement No.1/167/2008 -DIPR dated 12 -02.2009 inviting applications for appointment of 3(three) Reporters, particulars of which are given below: -
