JUDGEMENT

(1.) Heard Mr. J. Jini, learned counsel for the petitioner. Also heard Mr. D. Soki, learned Addl. Senior Government Advocate, appearing on behalf of all the respondents.

(2.) The petitioner, by means of this writ petition under Article 226 of the Constitution of India, has prayed for a direction to open the "sealed cover" which contains the recommendation of the Departmental Promotion Committee (DPC) meeting held on 23.10.2019 for promotion of the petitioner to the post of Superintending Engineer.
